1. What is the Scheme for reimbursement of Testing and Certification Charges for Start-ups and Telecom MSEs? +

A. In order to support Start-ups and Micro & Small Enterprises (MSE’s), the competent authority has decided to reimburse testing and certification charges for Start-ups and MSEs in respect of testing and certification in the field of telecom under mandatory/voluntary testing certification scheme.
Through this Scheme Department of Telecommunication (DoT) will reimburse a part of testing charges incurred by Start-ups & MSE’s at Telecommunication Engineering Centre (TEC) designated/ recognized labs or at NABL accredited Lab(s) [in case there is no TEC designated Conformity Assessment Body (CAB) for a particular test facility] and certification charges under mandatory/voluntary testing certification scheme.

2. Who can apply under the Scheme for reimbursement of Testing and Certification Charges for Start-ups and Telecom MSEs? +

A. In order to be eligible for reimbursement under the Testing & Certification Scheme, Start-ups should have valid registration with the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India in the Start-Up category.
In order to be eligible for reimbursement under the scheme, the MSEs firms shall have valid registration with Ministry of MSME, either in Micro or Small Category.
Start-up/ MSE’s should be incorporated in Indian Territory.
Start-up/ MSE’s annual revenue should not have crossed INR 5 crores in any financial year (since incorporation) and the Start-up should not have raised funds more than INR 10 crores.

3. What is the effective date of acceptance of certificates (MTCTE/Voluntary)? +

A. The application for reimbursement of testing and certification charges will be allowed to be accepted for the certificates issued (MTCTE/voluntary) after the date of notification of scheme

4. How much funding can an applicant receive under this scheme? +

A. The reimbursement of testing done at Telecommunication Engineering Centre (TEC) / National Centre for Communication Security (NCCS) designated/ recognized labs or at NABL accredited Lab(s) [in case there is no TEC designated CAB for a particular test facility] in India & certification charges will be made as per the below mentioned categorization:

6. What can the reimbursement grant be used for? +

A. Testing and certification of telecom equipment are key enabler for Start-ups and telecom MSE’s, to ensure acceptance at both national and international deployment. Certificated products/solutions build consumer confidence and drive business growth, fostering adoption in domestic and global markets.
Startups and MSE’s make their products compliant to national and international Standards.

7. Which tests are covered under this scheme? +

A. Tests and certification covered under Mandatory and Voluntary testing and certifications are covered for reimbursement.

A. Applicants can apply online on the portal.

2. Is the Scheme for reimbursement of Testing and Certification Charges for Start-ups and Telecom MSEs application process completely online? +

A. The application submission is completely online, and no physical submission of documents is required

3. What is the effective date of acceptance of certificates (MTCTE/Voluntary)? +

A. There are no application fees for the scheme.

4.Who is going to review the application? +

A. Application of each startup will be reviewed by the Technical Expert committee (TEC). The committee will also be responsible for future assessment of the performance of the startup and providing recommendations for the disbursement of further tranches.

5. What is the process of evaluation? +

A. The startups shall be selected through an open, transparent and fair process.

6. How can I track the status of my application? +

A. Once the startup has submitted its application, a dashboard can be accessed using their login credential to check.
